Usage regulations for parking areas 

Provided by Flughafen Nürnberg Service GmbH (FNSG) at Nuremberg Airport.

Scope of application

The following contractual and parking conditions will apply respectively to the usage of the parking areas (parts I to III) mentioned in these usage regulations. 

Part I: Parking lots/garages with barrier systems

§ 1 Payment obligation

The usage of parking lots/garages with barrier systems is subject to payment obligation.

§ 2 Possibilities of contract conclusion

(1) Contracts as to the usage of parking lots/garages with barrier systems may be concluded alternatively in two different ways:

1. by entering the premises with your vehicle upon drawing a parking ticket;

2. by booking online. 

(2) The possibilities of contract conclusion according to paragraph 1 do exist independently besides each other. An online booking does not prevent a contract conclusion by entering the parking space after drawing a ticket beforehand on the basis of the respective conditions. This means, if the user concludes a contract e. g. via online booking and does not enter the parking space with the printed code according to the online booking concept, but by entering upon drawing a ticket beforehand, an additional fee-based contract as to the usage of the parking space with barrier system will be concluded. A contract, which has been concluded by entering upon drawing a ticket, cannot be cancelled by reasoning that an online booking exists for exactly the same time period. Any cancellation of online bookings is only possible if the booked online tariff allows for it and only within the mentioned time frame. 

§ 3 Maximum parking limit

The maximum parking limit is 90 days as long as no deviating maximum parking limit has been stipulated and signposted at the entrance of the respective parking lots/garages with barrier systems. 

§ 4 Parking within marked parking areas only / contractual penalties / towing of vehicles

(1) The user is obliged to park his or her vehicle within marked parking areas. He or she must not use marked parking areas which are reserved by signposting for the usage by other users.

(2) In case the user parks his or her vehicle culpably in a way in which he or she would occupy more than one marked parking space, a contractual penalty amounting to 15.00 EUR will fall due immediately.

(3) In case the user parks his or her vehicle culpably beyond any marked parking space within a parking lot/garage with barrier system, a contractual penalty amounting to 30.00 EUR will fall due immediately.

(4) In case the user parks his or her car culpably in a marked parking space, which is explicitly reserved for another user by signposting, a contractual penalty amounting to 30.00 EUR will fall due immediately.

(5) In the cases mentioned in sub-clauses 2 to 4, FNSG is also entitled to tow the vehicle away at the expense of the user or to displace it so that it will be parked appropriately. 

§ 5 Disabled parking spots

The usage of overwide disabled parking spots designated as such within parking lots/garages with barrier systems is explicitly reserved to severely disabled persons with a respective handicapped parking permit. The entitlement for the usage of disabled parking has to be placed clearly visible behind the windshield.

Severely disabled persons with an extraordinary walking impediment (permit note: "aG"), drivers as accompanying person of blind persons (permit note: "BI") and helpless persons (permit note: "H"), who are able to make proof of it by presenting their disability card at the parking cashier's desk, will obtain a reduction of 50% on the regular parking tariff, which would fall due upon entry without prior booking. Reductions will not be granted on online bookings, economy tickets etc.

Section 1: Conditions applying to contract conclusion by entry upon drawing a parking ticket (§ 2 clause 1 sub-clause 1) 

§ 6 Tariffs

In case of contract conclusion by entry upon drawing a parking ticket (§ 2 clause 1 sub-clause 1), the tariffs announced at the respective parking lot/garage by signposting will apply respectively (barrier tariffs)

§ 7 Maturity of remuneration/restriction period

(1) Remuneration has to be paid before leaving.

(2) The parking lot/garage with barrier system has to be left within 15 minutes after paying the fees.

(3) In any case, the fee will fall due for payment as soon as the maximum parking period will be reached.

§ 8 Parking ticket retention obligation

(1) The parking ticket drawn by the user during entry, will serve as a documentary proof regarding the entry time so that upon payment before leaving it can be verified for how long the parking lot/garage with barrier system has been used. Furthermore, it serves for exiting as an evidence that the remuneration was paid and the parking facility was left within the restriction period (§ 7 clause 2).

(2) Therefore, the user is obliged to keep the parking ticket until he or she will leave the parking facility.

§ 9 Compensation in case of lost parking tickets

(1) If the user is not able to verify the usage period of the parking lot/garage with barrier system due to a lost parking ticket he or she has to pay compensation amounting to 250.00 EUR.

(2) The user is entitled to make alternative proof of how long he or she has been using the parking lot/garage (e. g. by presenting travel documents) and that he or she owes a lower remuneration than the one mentioned in clause 1 on the basis of the respective barrier tariff.

(3) Equally, FNSG reserves the right to prove alternatively for how long the parking lot/garage with barrier system has been used and that a higher remuneration than the one mentioned in clause 1 will fall due by taking into account the respective barrier tariff. 

Section 2: Conditions for contract conclusion in case of online bookings (§ 2 clause 1 sub-clause 2)

§ 10 Tariffs and conditions

In case of contract conclusion by online booking the respectively offered and accepted tariffs and conditions shown during the booking procedure will apply.

§ 11 Entry and exit

(1) Entry and exit will take place at the point of time stipulated in the booking.

(2) Entry will take place by scanning the QR-code resulting from the booking at the barrier system.

(3) Also exit will take place by scanning the QR-code resulting from the booking at the barrier system.

(4) In case of arising problems during this process, the parking service has to be informed via the call pushbutton. A parking ticket must by no means be drawn since this would lead to another contract conclusion according to the conditions laid down in Section 1 of part I (see § 2 clause 2).

§ 12 Obsolete 

Part II: Parking areas without barrier system and dropping-off zones 

§ 13 Scope of these usage regulations for parking areas / blue line / permitted usage

(1) The parking areas without barrier systems, which are subject to these usage regulations, are marked by a blue line to distinguish them from the other areas, paths, roads and drop-off zones, which are subject to the public road traffic regulations. Moreover, they are marked by different signposting which does not correspond with the one used by public road traffic regulations.

(2) The respectively installed signposting is self-explanatory and will show if the usage is restricted in terms of duration, vehicle categories and/or purpose. The user is obliged to use the respective parking areas only like it is permitted by signposting.

Section 1: Fee-based parking lots without barrier system 

§ 14 Signposting

Fee-based parking lots without barrier system are indicated by signposting as follows: 

The respective parking lots are situated between the two signs in the respective direction indicated by the arrow.

§ 15 Cost obligation

The usage of parking lots marked according to §14 is subject to cost obligation.

§ 16 Contract conclusion

The usage contract as to the usage of fee-based parking lots without barrier system will be concluded as soon as the user will park his or her vehicle in any parking area marked according to §14.

§ 17 Remuneration amount and maturity

The remuneration amount is stipulated by the parking duration intended by the user. The remuneration for using the respective parking area will fall due immediately after parking the vehicle and has to be paid in advance regarding the intended parking duration.

§ 18 Maximum parking duration / parking period / obligation to remove the vehicle

(1) The maximum parking duration is 2 hours.

(2) Up until the maximum parking duration, the user may choose the parking period freely, however, only the time intervals offered at the parking ticket machine or by the provider of the SMS payment service, depending on which payment method has been chosen (§20).

(3) After expiry of the parking period the user has paid for, he or she is obliged to remove the vehicle from the parking lot.

§ 19 Contractual penalty, if the vehicle will not have been removed after expiry of the parking period

In case the user culpably fails to remove the vehicle contrary to his or her obligation according to §18 clause 3, he or she will obtain a contractual penalty the amount of which will be graded as follows: 

a. up to 6 hours after occurrence of the obligation to remove the vehicle: 30.00 EUR;

b. between 6 hours and up to 12 hours after the occurrence of the obligation to remove the vehicle: 60.00 EUR;

c. more than 12 hours after the occurrence of the obligation to remove the vehicle: 120.00 EUR.

§ 20 Payment methods

The due remuneration may be settled in cash by using a parking ticket machine or by using the so-called SMS parking services via mobile phone.

§ 21 Evidence of remuneration

Regardless of the payment method according to § 20, the user is obliged to prove the settlement of the remuneration during the entire usage period of the parking area. Depending on the chosen payment method this will be done obligatorily according to § 24 or § 27.

§ 22 Contractual penalty in case of missing evidence of remuneration

If payment will not be proven culpably and contrary to § 21, the user will obtain a contractual penalty the amount of which will be graded as follows:

a. using the parking area up to 6 hours without evidence of payment: 30.00 EUR;

b. using the parking area between 6 hours and up to 12 hours without evidence of payment: 60.00 EUR;

c. using the parking area more than 12 hours without evidence of payment: 120.00 EUR.

§ 23 Parking within marked parking areas only / contractual penalties / towing of vehicles

(1) The user is obliged to park his or her vehicle within a marked parking lot.

(2) In case the user parks his or her vehicle culpably in a way in which he or she will occupy more than one parking lot, a contractual penalty amounting to 15.00 EUR will fall due immediately.

(3) In case the user parks his or her vehicle culpably on a marked parking lot which is explicitly reserved for another user by signposting a contractual penalty amounting to 30.00 EUR will fall due immediately.

(4) In those cases according to clauses 1 to 3, FNSG is also entitled to tow or displace the vehicle at the user's cost so that it will be parked rule-consistently. 

Sub-section 1: Conditions applying to the chosen payment method "usage of the parking ticket machine" 

§ 24 Evidence of remuneration / displaying the parking ticket

If the user decides to conduct the payment by using the parking ticket machine, a parking ticket will be printed at the ticket machine upon payment. This parking ticket will also show the point of time when the user's parking period will expire. The user is obliged to display the parking ticket clearly visible behind the windshield of the parked vehicle to prove the effected payment as well as the fact that the chosen parking tariff has not expired yet, so that FNSG staff may recognize the content of the parking ticket without unacceptable difficulties. 

Sub-section 2: Conditions applying to the chosen payment method "SMS-parking" 

§ 25 SMS-parking – service providers and their General Conditions

(1) The SMS-parking service provider is sunhill technologies GmbH with their registered office at Erlangen.

(2) By using this service, the user will also accept their contract conditions.

§ 26 Contract parties regarding the usage of the parking area

Using the SMS-parking services does not alter the contract relation between Flughafen Nürnberg Service GmbH and the user regarding usage of the parking area. The SMS-parking service is only a payment method for the due remuneration resulting from the usage contract regarding the parking area.

§ 27 Evidence of payment

After successful payment of the remuneration via SMS-parking, separate evidence by the user will not be necessary. FNSG is able to access the respective electronically stored data for monitoring purposes so that the evidence of payment will be rendered this way. 

Section 2: Costless parking areas without barrier system 

§ 28 Costless parking areas without barrier system

Parking lots and drop-off zones described in the following sub-sections are part of the costless parking areas without barrier system. The respective usage may only take place within the time frame respectively indicated by signposting and described as follows. 

Sub-section 1: Customer parking in the Ringeltaube store area

§ 29 Signposting

Customer parking in the Ringeltaube store area is indicated as follows: 

The respective parking lots are situated between the two signs in the respective direction of the arrow. 

§ 30 Usage conditions

(1) The parking lots marked according to §29 may only be used while shopping in the Ringeltaube store. Accordingly, they must not be used beyond the opening hours.

(2) The maximum parking period is 30 minutes.

(3) After expiry of the maximum parking period, the user is obliged to remove the vehicle.

§ 31 Evidence of compliance with the maximum parking period

(1) The user is obliged to set the time of arrival on the parking disc immediately upon arriving at the parking lot. The time of arrival will be rounded to the next full or half hours and adjusted accordingly.

(2) Evidence of compliance with the maximum parking period is only regarded to be submitted if the parking disc is placed clearly visible behind the windshield so that FNSG staff will be able to recognize the set point of time without unacceptable difficulties.

§ 32 Contractual penalty in case of infringement against the obligation to remove the vehicle after expiry of the maximum parking period

If the user will culpably not remove his or her parked vehicle after expiry of the maximum parking period contrary to his or her obligation resulting from § 29 clause 3, he or she will obtain a contractual penalty the amount of which will be graded as follows:

a. using the parking lot up to 6 hours after expiry of the maximum parking period: 30.00 EUR;

b. using the parking lot between 6 hours and up to 12 hours after expiry of the maximum parking period: 60.00 EUR;

c. using the parking lot more than 12 hours after expiry of the maximum parking period: 120.00 EUR.

§ 33 Contractual penalty in case of using the parking lot without clearly visible evidence of compliance with the maximum parking period

If the user will culpably not place his or her parking disc clearly visible contrary to the rules resulting from § 31 clause 2, he or she will obtain a contractual penalty the amount of which will be graded as follows:

a. using the parking lot up to 6 hours without clearly visible evidence of compliance with the maximum parking period: 30.00 EUR;

b. using the parking lot between 6 hours and up to 12 hours without clearly visible evidence of compliance with the maximum parking period: 60.00 EUR;

c. using the parking lot more than 12 hours without clearly visible evidence of compliance with the maximum parking period: 120.00 EUR. 

Sub-section 2: Parking lots in the Gate 1 area 

§ 34 Signposting

The parking lots in the Gate 1 area are indicated as follows: 

The respective parking lots are situated between the two signs in the respective direction of the arrow.

§ 35 Usage conditions

(1) The parking lots marked according to §34 may only be used with respective permit.

(2) The permit will be issued in writing at the reception desk of Gate 1.

§ 36 Evidence of entitlement to use the parking lots at Gate 1

(1) Immediately upon arriving at the parking lot, the user is obliged to contact the staff at the reception desk of Gate 1 and to apply for the usage permit.

(2) Immediately upon receiving the written permit, the user is obliged to place this evidence of usage permit for the parking lot clearly visible behind the windshield so that FNSG staff will be able to recognize the content of the permit without unacceptable difficulties.

§ 37 Contractual penalty in case of missing evidence of usage entitlement

If the user will culpably not prove his or her usage entitlement by displaying the permit clearly visible contrary to the obligation resulting from § 36 clause 2, he or she will obtain a contractual penalty the amount of which will be graded as follows:

a. using the parking lot up to 6 hours without clearly visible evidence of usage entitlement: 30.00 EUR;

b. using the parking lot between 6 hours and up to 12 hours without clearly visible evidence of usage entitlement: 60.00 EUR;

c. using the parking lot more than 12 hours without clearly visible evidence of usage entitlement: 120.00 EUR. 

Sub-section 3: Parking areas for touring busses 

§ 38 Signposting

The parking areas for touring busses are indicated as follows: 

The respective parking lots are situated between the two signs in the respective direction of the arrow.

§ 39 Usage conditions

(1) The parking areas marked according to § 38 may only be used by touring busses with a permissible total weight of more than 7.5 tons (called touring bus in the following).

(2) The maximum parking period is 2 hours.

(3) After expiry of the maximum parking period, the user is obliged to remove the vehicle.

§ 40 Evidence of compliance with the maximum parking period

(1) The user is obliged to set the time of arrival on the parking disc immediately upon arriving at the parking lot. The time of arrival will be rounded to the next full or half hours and adjusted accordingly.

(2) Evidence of compliance with the maximum parking period is only regarded to be submitted if the parking disc is placed clearly visible behind the windshield so that FNSG staff will be able to recognize the set point of time without unacceptable difficulties.

§ 41 Contractual penalty in case of infringement against the obligation to remove the vehicle after expiry of the maximum parking period

If the user will culpably not remove his or her parked vehicle after expiry of the maximum parking period contrary to his or her obligation resulting from § 39 clause 3, he or she will obtain a contractual penalty the amount of which will be graded as follows:

a. using the parking lot up to 6 hours after expiry of the maximum parking period: 30.00 EUR;

b. using the parking lot between 6 hours and up to 12 hours after expiry of the maximum parking period: 60.00 EUR;

c. using the parking lot more than 12 hours after expiry of the maximum parking period: 120.00 EUR.

§ 42 Contractual penalty in case of using the parking lot without clearly visible evidence of compliance with the maximum parking period

If the user will culpably not place his or her parking disc clearly visible contrary to the rules resulting from § 40 clause 2, he or she will obtain a contractual penalty the amount of which will be graded as follows:

a. using the parking lot up to 6 hours without clearly visible evidence of compliance with the maximum parking period: 30.00 EUR;

b. using the parking lot between 6 hours and up to 12 hours without clearly visible evidence of compliance with the maximum parking period: 60.00 EUR;

c. using the parking lot more than 12 hours without clearly visible evidence of compliance with the maximum parking period: 120.00 EUR.

§ 43 Contractual penalty regarding the usage of the parking areas by other vehicles than touring busses

If, contrary to rules resulting from § 39, the user will culpably park another vehicle than a touring bus in the parking area indicated according to § 38, he or she will obtain a contractual penalty the amount of which will be graded as follows:

a. using the parking area with another vehicle than a touring bus up to 6 hours: 30.00 EUR;

b. using the parking area with another vehicle than a touring bus between 6 and up to 12 hours: 60.00 EUR;

c. using the parking area with another vehicle than a touring bus more than 12 hours: 120.00 EUR. 

Sub-section 4: Drop-off zone

§ 44 Location and signposting

The drop-off zones are located laterally and parallelly to the traffic road. They are separated from the public road system by blue marking lines and indicated by the following signposting: 

The respective drop-off zones are situated between the two signs in the respective direction of the arrow.

§ 45 Usage conditions

(1) In those areas marked according to § 44, stopping and parking vehicles of any kind is generally prohibited.

(2) A specific kind of usage might be permitted by the text beneath the words "Halten und Parken verboten“ ("Stopping and parking prohibited").

(3) The user is obliged to use the respective drop-off zones with his or her vehicle only with-in the frame of the respectively described, exceptional kind of usage.

(4) The user is obliged to remove his or her vehicle from the drop-off zone immediately after termination of the permitted kind of usage. If contrary to the afore-mentioned obligation, the user will not remove his or her vehicle immediately after termination of the permitted usage according to clause 2, he or she will infringe against the obligation resulting from clause 3 regarding the usage only in the permitted form as indicated by the respective signposting.

§ 46 Contractual penalty in case of illegitimate usage of drop-off zones contrary to obligation

If the user will culpably infringe his or her obligation resulting from § 45 clause 3 to use the drop-off zones only in a way permitted by the text according to § 45 clause 2 by using the drop-off zones with his or her vehicle otherwise (illegitimate usage) he or she will obtain a contractual penalty the amount of which will be graded as follows:

a. illegitimate usage up to 6 hours: 30.00 EUR;

b. illegitimate usage between 6 hours and up to 12 hours: 60.00 EUR;

c. illegitimate usage for more than 12 hours: 120.00 EUR.

Part III: General stipulations 

§ 47 Liability

(1) Except for cases in which the description of the parking tariffs explicitly includes it, the surveillance and custody is not part of the services. Therefore, FNSG does not accept any duties of custody for the parked vehicles and is not obliged to check if the person leaving the parking area with a vehicle is entitled to use it.

(2) FNSG is only liable for damages which were culpably caused by FNSG, its organizations, employees or agents. Furthermore, liability of FNSG is excluded. FNSG is particularly not liable for damages caused by third parties, e. g. in case of damages or theft. Obvious damages have to be reported at the parking service desk before leaving the parking lot / the respective drop-off or parking area. This does not apply if such notification is objectively not possible or cannot be reasonably expected from the user.

§ 48 Application of the Airport User Manual

Besides these usage regulations, the Airport User Manual, which is accessible via this link: https://www.airport-nuernberg.de/charges, will apply as well while using the parking areas. In any case, the user is obliged to follow instructions by staff and to adhere to the signposting.

§ 49 Prohibition of miscellaneous and advertising usage of the drop-off and parking areas, parking garages and parking lots

(1) Miscellaneous usage of drop-off and parking areas / parking lots besides parking vehicles is not permitted unless an explicit written agreement as to miscellaneous usage has been concluded.

(2) It is explicitly not permitted to conduct advertising measures of any kind in the parking areas beyond the writing on car bodies or car windows of parked vehicles unless FNSG or Flughafen Nürnberg GmbH have given their explicit consent in writing and against remuneration, as the case may be. Parking cars with special promotional bodies is not permitted.

(3) Furthermore, it is explicitly not permitted to:

  • store operating materials and flammable goods as well as empty operating material containers, even not within vehicles;
  • consume alcohol and drugs;
  • run motors unnecessarily;
  • park vehicles lacking operating materials;
  • park vehicles without valid motor vehicle license;
  • stay in the parking area apart from parking a vehicle, particularly camping;
  • repair or service vehicles in the sense of maintenance (except for breakdown service);
  • spoil parking areas, particularly by washing the car, draining cooling water, operating material or oil;
  • walk on car tracks including entrance and exit, unless there are no pedestrian paths or side strips;
  • smoke and use fire;
  • ride bikes, mopeds, inline skates, skate boards and other vehicles or devices as well as parking them in the parking area;
  • using the drop-off and parking areas, parking garages and parking lots with trailers.

§ 50 Consumer dispute settlement according to § 36 VSBG (Consumer dispute settlement Law)

Flughafen Nürnberg Service GmbH is neither obliged to take part in an extra-judicial settlement procedure nor voluntarily prepared to do so.
